At last Thursday’s Council Meeting, Irving Mayor, Rick Stopfer, and the City Council presented a Proclamation of Recognition to Steve Allen for spearheading the Irving inclement weather shelter that provided a warm, dry and safe place for 179 homeless individuals over the past few months.
