Saying you will hire by race is against personnel hiring laws. These include Title VII of the Civil Rights Act of 1964, which prohibits employment discrimination on the basis of race, color, national origin, sex, and religion; and the Age Discrimination in Employment Act of 1967, which prohibits employment discrimination on the basis of age against persons 40 years of age etc.

Biden saying he’s hiring a black women while have 0 clue of anyone in mind is not only against the law, it demeans the eventual person that will fill that role. She will just be a ‘black women’ to Joe and that’s all he cares about.
