Off-duty officer attacks drunken driver, spews racist insults: police

NEW YORK (1010 WINS) -- An off-duty NYPD officer was arrested after he allegedly punched a drunk driver repeatedly and hurled racist insults at him during a confrontation in Brooklyn over the weekend, police said Monday.

At around 8 p.m. on Sunday, 32-year-old Abdul Motalab was driving a Toyota RAV4 when tried to make a U-turn on Church Avenue near Ocean Parkway in Kensington.

Officer Riggs Kwong, 50, was driving a Honda Accord when he cut off Motalab and blocked him from making the turn.

Kwong allegedly then yelled "Terrorist!” and “Al Qaeda! Mohammed! ISIS!” at the driver, police sources told the New York Post.

Kwong began recording the confrontation after Motalab got out of his car and later turned over the footage to police.

Motalab then started to take pictures and smack the Accord with his hand, Kwong told officers.

Kwong then allegedly got out of his car and punched Motalab, knocking him to the ground.

He then stood over Motalab and continued to assault him and cut his nose, causing swelling on his face.

Kwong told officials that he fought back after Motalab punched him.

Kwong was charged with assault and suspended.

He was given a desk appearance ticket to appear in court at a later date.

It was not clear if Kwong will face any hate crime charges.

Motalab works as an Uber and Lyft driver was off duty at the time of the incident and admitted to having two or three beers.

He had a blood-alcohol level of .157, which is almost twice the legal limit, police sources told the Daily News.

He was charged with DWI.

An investigation is ongoing.
