Four charged in killing of off-duty L.A. police officer

LOS ANGELES (KNX) — Four people have been federally charged in connection with the fatal shooting of an off-duty Los Angeles police officer, the U.S. Attorney's Office announced Thursday.

Officer Fernando Arroyos, 27, was shot at around 9:15 p.m. on Monday in an unincorporated area of southern L.A. County. Prosecutors alleged he was targeted because of two silver chains he wore around his neck.

The officer was looking at homes to possibly buy with his girlfriend when the pair were approached by a pickup truck. Several suspects exicted the vehicle, an argument ensued, and gunfire was exchanged. Arroyos was shot one time, his girlfriend was not harmed, authorities said.

The four suspects were taken into custody by L.A. County sheriff's deputeis on Wednesday and have been identified as Luis Alfredo De La Rosa Rios, a.k.a. "Lil J," 29; Ernesto Cisneros, a.k.a "Gonzo," 22; Jesse Contreras, a.k.a "Skinny Jack" and "Flaco," 34; and Haylee Marie Grisham, 18.

Rios, Cisneros, and Contreras were alleged to be members of the Florencia 13 (F13) criminal gang, according to affidavits, and Grisham, who is Rios' girlfriend, an "associate." All four have been charged with violent crime in aid of racketeering.

The suspects will make their first appearance in federal court on Friday afternoon.
