Tokyo 24th Ward premiered last week, with a special 48-minute-long episode. Studio CloverWorks has taken up an excessive workload this season, and it remains to be seen if the quality of its anime will suffer for it. For now, Tokyo 24th Ward seems promising, if a bit confusing.
Having watched the premiere, I got major Wonder Egg Priority vibes and am still trying to decide whether this is good or bad. In any case, I would give it another episode or two, at least.

Tokyo 24th Ward Anime: First Impressions
Tokyo 24th Ward or Tokyo 24-ku is an original sci-fi anime by Studio CloverWorks. The story unfolds on an artificial island in Tokyo Bay, where childhood friends Ran, Koki and Shuuta have all but fallen apart. A year ago, a devastating fire killed Koki's sister, Asumi. Shuuta, who tried to save her and failed, gives up his dream to become a hero and instead works in his parents' bakery. Ran engages in illegal activities such as graffiti art, while Koki works for his father, the mayor of the island.
When the three boys and their school friend, Mari Sakuragi, reunite a year later, at a memorial held for the victims of the fire. Later, the group goes for a meal. The tension between them is quite painful. The three boys have very different backgrounds and personalities, as well as different reactions to trauma. It's apparent that they used to enjoy a close relationship, that has, however, irrevocably changed.
The plot really kicks off in the restaurant, when the three boys' phones ring simultaneously. To their surprise, they all hear Asumi talking to them, presenting what appears to be an impossible moral dilemma. All boys have a vision of their friend Mari, with her foot trapped in the tracks. There are only two options. Either let the train kill her, or derail it, killing all the passengers in the process.
Finding something of their old camaraderie, the three boys work together to prevent the tragedy. Equipped with superhero-like power, they manage to save Mari without killing the passengers.
This isn't enough to take their relationship back to what it used to be, of course. Their extremely different reactions to the days' shocking events prove that. Shutta is willing to believe that Asumi is actually alive, somewhere, but Koki is adamant that his sister is dead.
At this point, it's hard to argue one way or the other. What has happened is an enigma that might take the entire anime to solve. Already, I'm getting Wonder Egg Priority vibes, partly due to the bright color palette and the potentially fantastic/sci-fi explanation for the boys' experience. The style is a bit different from your typical anime, at times echoing western cartoons but looking very much like an anime at other times.
The premise is definitely interesting, and I tend to get a bit too attached to stories about friends who have to rekindle their relationship and work together once more. Of course, with CloverWorks' recent history, this might turn into a case that will leave us with more questions than answers, but we'll have to watch more in order to find out.

The release date for Tokyo 24th Ward Episode 2 is Thursday, the 13th of January 2022. Due to time zone differences, those in Europe, Canada, and the US will be able to access Episode 2 of Tokyo 24-ku on Wednesday, the 12th of January.

As has lately been the case with most CloverWorks anime, Tokyo 24th Ward is available to stream online with English subtitles on Funimation. This time around, however, is also licensed by Crunchyroll, so you should be able to watch it easily. Subscribed users will be able to watch Episode 2 as it comes out. It will then become available to watch for free with ads a week later.
