Chicago P.D.’s Hank Voight better send Halstead the largest Edible Arrangement after the Intelligence detective found a way to spare him and his career. With North’s proposition to take down Voight looming over Halstead’s head, Wednesday’s fall finale saw him choose a third option: blackmail.
It turns out that North bribed several officers to keep his brother out of jail, and Halstead used that information to blackmail North into dropping his case against them — effectively putting the Roy investigation to bed.
And in a surprising turn of events, Chicago Fire’s Gabby Dawson and Matt Casey are no longer the only #OneChicago pair to elope at City Hall. The hour ended with Halstead and Upton exchanging vows in a low-key ceremony — they wore their street clothes — and embark on a new journey as a married couple.
New episodes don’t arrive until Wednesday, Jan. 5, but we’re filling that void with some much-needed answers about the episode’s major developments. TVLine hit up showrunner Gwen Sigan, as well as stars Jesse Lee Soffer and Tracy Spiridakos, via email to shed some light on that impromptu “Upstead” wedding and tease what’s ahead after the Roy investigation. Check out our exclusive interview below.
TVLINE | Hailey and Jay immediately eloped at the courthouse. Why was that the right decision for them instead of waiting and planning a huge ceremony with their friends and family?
GWEN SIGAN | It’s so fitting to me that this is how it happened for these two characters. They’ve been through so much together (this season especially) and this was a completely emotional decision made inside a moment — they wanted something good, they wanted something permanent that made all the events of the episode worthwhile, they wanted connection — and they didn’t want to wait another second.
JESSE LEE SOFFER | I don’t think their characters are the type that need to celebrate it, or the type that really needed to discuss marriage and a wedding. They’re not ceremonial or sentimental in that way. They’re passionate people. And they’re very honest, very real people so I think after getting over this huge hump with North, the FBI and Roy, they wanted to put it behind them as fast as possible. The next step in their lives is, “Well, let’s be together,” so it was logical.
TRACY SPIRIDAKOS | With everything that’s been going on, the connection between them has been “Fractured” (see what I did there?!), and they are both desperate to get it back. Deciding to get married was spur-of-the-moment in an effort to show each other that they’ll come out of this together stronger. It’s not for anybody else, it was just for them.
TVLINE | Do you think Jay and Hailey would want to plan a bigger celebration with friends and loved ones? Would Voight be an invited guest?
SOFFER | If they were ever going to have a celebration, I think it would be like everyone meet at a bar, like, ‘We’re all having beers and celebrating the fact that we got married without you.” It would be more of an afterthought. Of course, Voight would come.
SPIRIDAKOS | I don’t think Hailey would. I think the attention of a big celebration would actually make her shy. Plus, that’s not really her style. I think if there was a big celebration, Voight would be invited. They’re all a big family.
TVLINE | Are there any Upstead moments to look forward to in the remaining episodes?
SIGAN | Yes, there will be many.
SOFFER | Of course! Upton and Halstead are still partners, and they’re great partners. Obviously, we’re going to have bumps and hurdles. It remains to be seen what will happen with the marriage and relationship down the line. It might be something that gets in the way of police work, or police work might hurt the marriage and make them question things. Or it could be great, and they just belong together, and this is who they are.
SPIRIDAKOS | I’m sure they will be something! Maybe Jay can do some stuff wrong now for a little bit, and Hailey can be the voice of reason. I like that.
TVLINE | What are some of the issues Jay and Hailey face as newlyweds?
SIGAN | The truth about them, and any relationship, is that the ring doesn’t take away any complications/issues that are already there. These two have always been complicated — very much in love but also very different people. They each have flaws of their own, and we will continue to explore them.
TVLINE | In the end, Jay protects Voight because he believes Voight is good for the city, but do you think Jay considered giving Voight up at any point? Why or why not?
SOFFER | I think at some point, he had to consider it. The FBI is on us, and it’s looking really bad. It could take down the whole unit — including Hailey, the person Jay loves the most. There’s an option and a way out, and what Voight did was wrong, so of course, he had to consider it. But Jay does believe Voight is good for the city, and he loves Voight, so he knows giving up Voight isn’t the right move. Who belongs in jail more? Roy, North or Voight? I think, in the end, Jay made the interesting choice.
TVLINE | It seems like the power dynamic between Jay and Voight shifted in this episode, especially when Jay sets that new ground rule for transparency with Voight to protect Voight from himself. How would you describe their relationship in the remaining episodes of this season?
SIGAN | I’m so excited to explore the new relationship between Jay and Voight, and Jesse and Jason [Beghe]’s performances in this episode only made it that much more exciting. We saw Jay get to a very empowered place. Through his struggle, he came out with a new understanding and a new way to work with Voight that felt acceptable in his head for the heavy cost he paid this episode. Now we’ll explore: Can that relationship work? Is Voight really willing to do that? What will it mean for both of their characters? As stated in this episode, “everyone changes everyone.” It’s going to be a fun ride to see that change play out in Halstead and Voight.
SOFFER | I do think that Jay has been through so much and learned so many lessons. He’s not a young detective anymore who makes irrational, brash decisions. He’s a seasoned veteran and a great foil to Voight’s character. Voight, who can walk in the shadows, needs somebody to pull him back. I think it was a logical next step for the two.
TVLINE | How would you describe Hailey’s relationship with Voight in the remaining episodes of this season?
SPIRIDAKOS | I don’t know what is coming up for Voight and Hailey… but she’s never been afraid to challenge him, and I can’t imagine that changing. But their relationship has also changed in an interesting way. I guess we’ll have to wait and see!
TVLINE | Before the Roy situation, Hailey’s views on policing aligned more with Voight’s. Given everything she’s gone through since, do you think those views have shifted at all?
SPIRIDAKOS | The way she sees Voight has shifted. As much as she respects him and sees him as family, she doesn’t hold him on a pedestal the way she used to. And I think the way she sees herself has shifted as well. She is also no longer on her own, where she didn’t consider the consequences of her actions. She has seen what those consequences look like now, and it ended up not only affecting her, but the person she loves the most in the world — Jay. This is not a place she wants to find either of them in again. I think she expects better of herself and is holding herself to a higher standard.
TVLINE | Do you think this close call with Roy will inspire Voight to make even more changes in how he does things? Why or why not?
SIGAN | Voight’s pushed many lines in his career, but I do believe this episode puts him in a different place. He’s seen the white knight of the unit [Halstead] affected, and he’s seen the cost that Halstead was forced to pay for his actions. He also saw that cost in Upton earlier this season. There’s also the reality always hanging there, that what he did to Roy, it didn’t work. All it did was cause lots of pain. So yes, it will spark some attempts at change.
TVLINE | What are some of the struggles Jay and Hailey face in the second half of the season? What can you tease about their journeys ahead?
SOFFER | I imagine that [Jay] and Voight are going to find this new dynamic and let it continue to evolve. It’s been growing and changing for a while now, and we’ll see how that plays out. Hopefully, Voight lets Jay in some more, and they continue to trust each other. That couple put Jay in some situations that he really doesn’t like, but maybe it also helps Voight make some decisions in a more morally sound way. I’m sure [in] the second half of the season we’ll see that different dynamic between the two of them.
SPIRIDAKOS | Hailey has a really crazy episode coming up that I am excited about. There is a very intense case, and Hailey is extremely motivated to solve it. And my stunt double Kelli [Victoria Scarangello] and I get to go into the Chicago River in January!
SIGAN | I’m incredibly excited about an upcoming Upton episode. It’s been one of the most ambitious episodes we’ve done on the show so far, especially from a production standpoint. I can’t wait to see what our director Chad and our crew pull off, and to see Tracy in this one.

Wow what a shock Halstead wasn’t a sanctimonious sam for once. If this sticks if he doesn’t flip flop from condeming to Voight one second to spitting morality the next I’d call this character progression. I didn’t think he’d have it in him to blackmail a corrupt Fed to get him to back off.

My thoughts exactly, now can’t wait for next episode where Kim realized that Adam and her needs to move on to other people instead of trying to date each other. I just wish that Kevin was available for Kim but I still feel that Kevin deserves better than one he’s with now. Jay and Hayley married now congratulations to them both 👏.

My guess is that they wanted this to be a secret and if Nick Gelfas was listed as a guest star, it could have given it away.
Well you’re right but we all knows that Will had alot going on in his own show right now, but you’re right at least Will could lof been there to be his best man or something. I wish that Jay and Hayley could of gotten married with her in a beautiful white whichever color she wanted gown with Kim, Trudy and Samantha of course and Jay in a handsome tux, with Will, Kevin and Adam by his side right along with Casey. Seride, etc from Chicago Med, and Fire beinging there support of course.
Who cares about his brother. This shot gun wedding is a failure. So one of them have to leave intelligence. I really don’t care which one leaves. Voight can run his own crew. All you did was make Hank look weak. He is far from that. Hank will always be the Man. I love Hank. If he leaves intelligence, I will never watch this show again. Just like when Elliott left SVU, I stopped watching it.

Back in season 6, Platt told Hailey that if she and Ruzek got married, one of them would have to leave Intelligence. So have the rules changed, and if so, why?
If I had to venture a guess it’s because Jay just saved Voight’s a** and if anyone tries to say one of them has to transfer, that’ll go away real quick. Voight will most likely tell Trudy to leave it and that will be that.

Maybe you’d better re-read the comments on this site. The majority can’t stand them and feel, as I do, that the emphasis on their relationship is ruining the show. An Halstead has become absolutely insufferable. What are they going to do, make him some kind of co-leader of Intelligence alongside Voight? Will Voight have to run every decision he makes past Halstead to get his validation? Command doesn’t work like that. Voight is in command of Intelligence. He calls the shots. If Halstead doesn’t like it he can get the eff out. Voight should have fired him on the spot for insubordination.
That’s because miserable that love to hate everything live on social media to complain. Go to just about any review on a movie or tv show and 90% are negative. It could be the most popular show on tv or the #1 movie and still more negative reviews, that doesn’t mean more people don’t like it than don’t. It’s just some people hate everything and they are louder than everyone else.
Technically, Upton and Halstead shouldn’t have been allowed to date. Even Lindsay and Halstead weren’t allowed to date in S1, Burgess and Ruzek got an exception because Burgess got shot and Lindsay and Halstead got an exception because that Lindsay had the stability of Halstead was more important to Voight than his no-inhouse-dating rule.
After everything that happened with Lindsay and Halstead, it would have made more than sense if Voight had strictly enforced his no-inhouse-dating rule again. Instead, showrunners changed and they, apparently, had never heard about that rule or didn’t care about inconsistency and suddenly, everyone was allowed to date. Or at least, Upton was suddenly allowed to date everyone.
You need to ask that? Its Halstead and Upton they are beyond reproach they are the only ones who can defy rules. And condemn others for it.

That’s not what happened. Trudy said to Hailey “you are trying to thread a very difficult needle here, if Adam is the one, one of you will probably have to leave Intelligence.” It is not a rule. Trudy was talking about the difficulties of being in a relationship and working together. Voight abandoned the “no dating rule” long ago.

ION channel. I do not care for Hailey she makes me sick. I miss Erin. Jay: Mr. Don’t listen, gets on my last nerve. I am tired of seeing the show to keep on giving them storylines and not Kevin🤔. Kim and Adam has something real going on. Please do not put Kevin with Kim. They are really good friends. Please leave it as that. Why would they want to put them together. Completely disappointed with the way this story wrapped up. At some point there needs to be accountability for the squad especially in light of the times we’re living in. Additionally, I can’t stand all the romance within the squad it is really becoming ridiculous!
So Kim still doesn’t know that Roy is dead & is apparently living in fear (not that they’ve shown any of that) and her trauma is completely ignored.
Yet 3 of the team are all part of the Murder a man, a cover up, lie to their colleagues, destroy evidence and blackmail an FBI agent…..and everyone is happy.
Talk about rewarding criminals & punishing victims.
This show may have just jumped the shark.
One of the most beautiful episodes, and not at all because of Upton, but the interactions between Voight and Halstead.
I knew from the beginning, that Halstead would never give up Voight.
I smiled like an idiot, when Halstead admitted, the only reason was he had stuck by Voight for ten years, through, everything, because he knew deep down he was necessary for the city.
Hopefully, we see more interactions like this in future episodes.

isn’t every body who is not the protected species of the IU corrupt? Who didn’t see that a mile off…so all that build-up for half a season and…… everyone walks away happy.
It is the Chicago way. Chicago Fire, back in season 2 had a newly elected union President go down on corruption charges and a state investigator who was out to get Chief Biden and shut down 51 was found out to be the beneficiary of a $200,00 “bonus” if she successfully shut down 51.

Now you guys are trying to make Hailey this innocent person which she is not. If Jay did not go off and follow up on Voight, they would have never found Ray’s body. He is always going against Voight. Just like with Kate. He stuck his nose in that and Voight had to get him straight. I am happy that he is now looking out for Voight from now on but he would not be corrupt if he had kept his nose out of it. Hailey is by no way an innocent person. Adam took over for Al😔. He is loyal to Voight. He is not sneaking behind Voight back. He did it once and learned his lesson. Jay continues to stick his nose where it does not belong. Only person there is innocent in so many levels is Atwater. When is Kevin going to get some real juicy headlines? All focused around those 4. I love Kim and Adam. Those are the 2 people that definitely should have gotten married. Sofia Bush I miss you with Jay.

writers) is hung up on exploring couple relationships! This series started off with good solid stories about Chicago’s Police and became watered down to a soap drama. How disappointing that Wolf ET. has sidetracked to this end….. if it’s so appealing , .wonder why it hasn’t been nominated for its achievements ( as SVU ) ??

So disappointed in the way this was resolved! No drama, just the same old story line, with Voight getting dirt on someone to use. I thought it would play out differently. After all, Hailey’s bullets are still in Roy’s body. Can’t explain that away. Jay & Hailey make me sick! They are both hollier than thou, until it suits them to be just as bad or worse than Voight. Hailey ratted on an informant & got him killed. She also planted drugs to get an arrest. Jay is naive & annoying. They deserve each other. Kim & Adam should be the ones getting married. Where’s their happy ending? I wish they would get back to the earlier seasons when the show was great! It’s becoming boring & predictable. Maybe introduce a new team member to spice things up. I miss Al & Antonio. At least they were interesting.

I was sure it would end up that the discovered body was not Roy’s and we would be left with the question, did Hank dig up Roy and replace it with some dead tramp.
Very disappointed with the resolution of the Ray storyline. The answer to showing the mishandling of a police investigation resulting in death is not to demonstrate more corruption and ultimate lack of consequences.
Also H&U have no chemistry (in my opinion) so bummed we are now stuck with a marriage between them.
Frustrated that I’ve gone from really loving this show to almost ready to give it up.

So feckless Jay rides in on his white horse, commits yet another felony to save her whiny ass & then they happily get married to celebrate the fact they got away with it….and what’s the bet will rub it in everyone’s face, including Kim how happy they are.
