Police reported Monday that the Oregon State Medical Examiner’s Office had ruled the death a homicide.
Portland police located the man inside a car on the Northeast Portland Highway at Northeast 45th Avenue in the Cully Neighborhood after responding to the scene at 5:49 a.m. Sunday.
