A Superior man accused of driving drunk for a fifth time waived his preliminary hearing in Douglas County Circuit Court Wednesday, Dec. 1.
Frank William Jewell II, 37, faces felony counts of fifth-offense operating while intoxicated and second- and subsequent offense possession of marijuana, as well as misdemeanor charges of operating a motor vehicle while revoked and possession of drug paraphernalia.
Jewell’s bail was modified from $5,000 cash to $2,500 cash and a $2,500 signature bond. He was ordered not to use or possess alcohol, not to operate a motor vehicle unless he has a license and not to use or possess a controlled substance or drug-related paraphernalia without a valid prescription.
The charges stem from a Nov. 20 traffic stop along U.S. Highway 2 at about 1:40 p.m. Wisconsin State Trooper Troy Stage reported that a westbound sports utility vehicle driven by Jewell was registered going 80 mph near the Wisconsin Highway 13 overpass. Stage stopped the vehicle just south of Moccasin Mike Road.

Jewell’s eyes were bloodshot and glossy and his speech was slurred, according to the criminal complaint. When asked, Jewell admitted he drank alcohol earlier that day. He showed signs of impairment during field sobriety testing and provided a result of 0.105 on a preliminary breath tester, the complaint said.
Jewell has four previous convictions for operating while intoxicated, the most recent in 2018 out of Washburn County, according to the criminal complaint. His license was revoked at the time of the Nov. 20 traffic stop.
When the vehicle was searched, a multi-colored glass pipe with residue in it and a clear plastic bag containing 1.9 grams of a substance that tested positive for THC were found in the center console.
If convicted, Jewell faces a maximum penalty of up to 10 years of imprisonment on the most serious charge, fifth-offense operating while intoxicated. His next court appearance was set for Jan. 7, 2022.
