The teenage subject from an AMBER Alert out of Aurora, Colorado has been safely recovered on Interstate 70 in Emery County.
An attempt to locate was issued for a dark blue 2001 Ford Crown Victoria with a spotlight similar to a police cruiser on the right side.
Police believed the vehicle was driven by 41-year-old Navarro Cathey. They said the 13-year-old was with him.
Officials with the Utah Highway Patrol said they responded to an area just outside Green River around 3:30 p.m. Wednesday after reports the vehicle had been sighted.
A UHP sergeant found the vehicle near mile post 63. Investigators said when the officer began following the vehicle, the suspect sped off, nearing speeds of 100 miles per hour.
Trooper worked with officers from other law enforcement agencies to set up spike stripes.
Officials said when the suspect drove closer to the area where the other officers were waiting, he pulled over and gave himself up.
Cathey was taken into custody without incident.
Blackman was found safe. UHP investigators were working with the Aurora Police Department, who tweeted that they were working to reunite her with her family.
Officials said it was believed that Cathey abducted or enticed the teen away from her home. Details about the specific circumstances surrounding the abduction were not released.
Colorado investigators said Cathey drove from California to get the teen.
Multiple agencies were involved in the search and Blackman’s safe recovery across both Colorado and Utah, including the Colorado Bureau of Investigation and FBI Denver office.
