A woman called Cudahy police Wednesday afternoon to report that her son had threatened to shoot her, the police and himself at a home in the 5200 block of South Packard Avenue, police said.
Police contacted the man, 33, by phone, and he told them he was armed with a handgun and a rifle and again threatened to shoot police.
"He is known to the CPD, and there have been conflict situations in the past with this individual," Cudahy Police Chief Thomas Poellot said.
Police surrounded the house at Packard and Underwood avenues for several hours, prompting neighbors and a school to be on alert.
The police department then informed the Cudahy School District and businesses in the area.

"The school was on a soft lockdown after the police notified us that they were addressing a situation near the school. Parents were notified and when it was time for release we asked that they pick students up at one door on the playground," the school district said in a statement to WISN 12.
People in the area were asked to say inside.
Investigators believe the man left the home before police arrived.
At 3:53 p.m., a St. Francis police Officer saw the vehicle the man was suspected to be in.
Law enforcement resources were deployed to the area of the 3400 block of Plankinton, in Cudahy, including South Shore Joint Tactical Unit operators, the Cudahy Police K9 team, and the FB Violent Crime Taskforce.
A high-risk stop was conducted and the man was taken into custody.
The woman told officers her son was very intoxicated and suffers from several mental health disorders, for which he refuses to take medication.
South Milwaukee, Oak Creek and Cudahy officers were all at the scene.
