Ex-Pa. prison guard placed on probation, had forged military documents to get time off

WILLIAMSPORT – A former corrections officer at the Lycoming County Prison who admitted he forged Army Reserve documents to get paid time off has been placed on probation for eight months.

Judge Nancy L. Butts on Tuesday also ordered Anthoney Brooks, 25, to pay restitution of $2,067 to the county for time he was paid but did not work and perform 50 hours of community service.

Brooks, who lives in Mifflinburg but attends Mansfield University, pleaded guilty in August to charges of forgery and theft by deception.

He admitted presenting fake documents from the 542nd Quartermaster Co. that indicated he needed time off between July 16 and Aug. 3, 2020, to fulfill drill requirements.

That documentation resulted in Brooks being given paid leave for which the county paid him $2,067.

When hired in June 2020, he advised a deputy warden he was in the Army Reserve, and that entailed attendance at monthly drills and annual training, the arrest affidavit stated.

Brooks later submitted additional documents that stated he needed time off from Oct. 22 to Oct. 26, 2020, for a readiness course and then from Oct. 28 to Nov. 11 for a readiness mission.

He also claimed he needed bereavement leave on Oct. 19 and Oct. 20, 2020, because his mother had died. Prison personnel determined that was not the case before the payroll was approved.

The reserve unit’s administrator in Clinton County advised an investigator there was no drill in July and August 2020 and he did not attend the one the previous year.

Brooks resigned Nov. 2, 2020, nearly two months before being charged.
