Special judge appointed to Jefferson City murder case

A special judge will preside over the case of two men charged in connection with a Jefferson City murder case.

The Missouri Supreme Court appointed a Moniteau County judge, Aaron Martin, to hear the cases of Robert Farrow, 27, and Devon Skinner, 25.  Judges in Cole County had recused themselves.

Both men are charged with second-degree murder, as well as assault and armed criminal action charges, in the 2017 death of TaVeeon Fowler, 23.  Police say Fowler was shot as he was running away following a fight with Farrow, Skinner and Dana Day, Jr., 31.

Both Farrow and Skinner were arrested outside the Jefferson City area in 2020. 

Day had previously been convicted of first and second-degree assault but was found not guilty of second-degree murder.  He was sentenced to 25 years in prison.
