It's a story NewsChannel9 has been following for two years. A motorcar festival returns for the first time since a man nearly lost his life.
But organizers are promising change. Last year, the city said it planned to hold the festival to a higher standard.
The quiet preparations for this year's Chattanooga Motorcar Festival are a far cry from the chaos on the course in 2019.
This year, Motorcar Festival organizers tell us these orange water barriers will NOT be used anywhere on the course.
The city also admitted there were mistakes. They promised to make their own changes including requiring written proof that future courses be certified by a professional racing organization for safety and making sure city representatives are on-site for a safety inspection.

The city's Transportation director, Ben Taylor, says a company named Kilowatt designed this years course with close involvement by the historic Motor Sports Association.
The course is now lined by these jersey, concrete barricades.
We asked Taylor, " In your opinion, does this make this process safer for people who are working the track, driving on the track and the spectators on the track?"
