New comprehensive plan in the works for Ellwood City

Ellwood City officials are now beginning the process to create a new comprehensive plan for the borough.

ELLWOOD CITY — Borough council has approved the first step in the process to develop a new comprehensive plan for the municipality.

Council last week approved a motion that would allow borough Manager David Allen to request proposals from qualified firms to develop an updated plan.

Allen said he will form a committee of borough officials and stakeholders to determine what they would want to see in the proposals.

He also said the proposals are not the same as bids, as they are more like “in-depth resumes” of what would be in the plan.

Allen said he wants the plan to be seen as a “living document” by officials to be actively used for the next 10-20 years, and not simply sit on a shelf.

He said the process to create a new plan is “not cheap,” but will look in the 2022 budget to help finance the plan.

Allen added it took five years for the borough to complete its last comprehensive plan, and expects this one will take 12-25 months.
