Phillips was designated for assignment by the Phillies on Monday.
Phillips was plucked off waivers from the Rangers in July but has yet to pitch above Double-A with the Phillies' organization. He owns a 6.13 ERA in 39.2 innings split across three levels of the minors this season, so he may not be a very appealing option on waivers.
