BOARD OF BARTON COUNTY COMMISSIONERS
Agenda Meeting
September 21, 2021
9:00 a.m. Until Close

I. OPENING BUSINESS:
   A. Call Meeting to Order.
   B. Recitation of the Pledge of Allegiance.
   C. Consider Approval of the Agenda.
   D. Consider the minutes of the September 7, 2021, Regular Meeting. Minutes of September 14, 2021, Regular Meeting are not available.
   E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
   F. Cell phones and other electronic devices, other than those used by the media and law enforcement, should be shut off.

II. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.

   A. COMMISSION: Façade Improvement Grant: Review Applications
      -The Façade Improvement Grant program has available funding. The Commissioners will review multiple applications to determine award amounts up to 75% of eligible project costs, with a maximum award of $20,000. Awards will be given based on the project’s size and visual impact. The program prioritizes retailers and restaurants and project applications that commit more than the minimum required match amount. Sue Cooper, Grant Coordinator, will provide details. This item was tabled on September 14, 2021.

III. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.

   A. COMMISSION: Façade Improvement Grant: Review Applications:
      -The Façade Improvement Grant program still has available funding. The Commissioners will review multiple applications to determine award amounts up to 75% of eligible project costs, with a maximum award of $20,000. Awards will be given based on the project's size, match, and visual impact. Sue Cooper, Grant Coordinator, will provide details.

   B. STATE HEALTH INSURANCE: Contract Renewal Options:
      -Barton County contracts with the Kansas State Employee Health Plan (SEHP) for health care benefits which include medical, dental, vision and other ancillary employee benefits. This contract ends December 31, 2021. The SEHP requires notification by October 1, 2021, that Barton County is opting out of the plan or entering into the next contract period. Matt Patzner, Human Resources / Finance Director, will provide details.

   C. EMPLOYEE BENEFIT BROKERAGE: Request for Qualifications:
      -Barton County accepted responses to a Request for Qualifications for Employee Benefit Brokerage Consulting Services beginning July 30, 2021. Out of the responses received, two firms were selected for interviews by the Barton County Commissioners. Both Freedom Claims Management and IMA provided presentations. If necessary, the Commission will now consider selection of a firm to engage in employee brokerage consulting services. Matt Patzner will provide details.

   D. KANSAS ASSOCIATION OF COUNTIES: Voting Delegates:
      -The Kansas Association of Counties (KAC) will hold its Annual Conference from October 18 – 20, 2021 in Overland Park. Each year, the Commission designates a voting delegate and first and second voting alternates for the meeting. Barry McManaman, Interim County Administrator, will provide details.

   E. DISTRICT CORONER: Appointment of Special Deputy Coroners:
      -Dr. Patrick Stiles was appointed as District Coroner effective November 1, 2020. Dr. Stiles requests that Chris Venters and Ashley Fowler both be appointed as Special Deputy District Coroners for Russell County. Barry McManaman will provide details.

   F. PROGRAM OVERVIEW: Façade Improvement Grant:
      -The Barton County Facade Improvement Grant (FIG) program has been extremely successful. Sue Cooper will provide overall program highlights.

IV. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.

   A. ANNOUNCEMENTS:
      -Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.

      -County officials have been invited to Recovery Out Loud, Every Voice Matters. Guest speakers, a luminary ceremony and free food highlight this celebration of those recovering from substance use, trauma or mental illness. The event begins at 6:30 p.m., Friday, September 24, 2021, at Jack Kilby Square, 1400 Main, Great Bend, Kansas.

   B. APPOINTMENTS: Although subject to change, the following appointments have been scheduled:

   10:15 a.m. or following the close of the Agenda Meeting – ERC Update – Ryan Lichter, ERC President.

   10:30 a.m. – Vibratory Roller Bids, Repair of Masonry at Hillcrest Memorial Parks and City of Claflin Sealing – Darren Williams, County Works Director.

   10:45 a.m. – Program Update – Soil Conservation Service.

   11:00 a.m. – Program Update – Amy Boxberger, CKCC Director, and Marissa Woodmansee, Juvenile Services Director.

   11:15 a.m. – Financial Update and Premium Pay Options – Matt Patzner, Financial Officer.

   11:45 a.m. – Regular Business Discussion – Barry McManaman, Interim County Administrator, and Donna Zimmerman, County Clerk.

   1:00 p.m. – Façade Improvement – Application Reviews with Sue Cooper, Grant Coordinator, and applicants.

   2:30 p.m. – 2020 Ratio Study and the 2021 Statistical Compliance Report – Wendy Prosser, County Appraiser.

   3:00 p.m. – COVID Update – Karen Winkelman, Health Director.

THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Dena Popp, 911 Director, is scheduled for September 23, 2021.

V. OTHER BUSINESS:
   A. Discussion Items.
   B. Citizens or organizations may present requests or proposals for initial consideration.
   C. The Commissioners are available to the Public on Tuesdays during regular business hours.
   D. One or more Commissioners may be present in the Commission Chambers conducting county business throughout the day on Tuesdays.
   E. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
   F. The next Regular Meeting will be at 9:00 a.m., Tuesday, September 28, 2021.
