CLE climate: During a public input hearing Monday before the Ohio Redistricting Commission, the commission’s two Democratic members - State Sen. Vernon Sykes and Rep. Emilia Sykes - introduced proposed changes to legislative maps put forth by Republicans, Robin Goist reports. The maps introduced by Democrats weeks ago had 44 out of 99 House districts categorized as likely Democratic, and 14 out of 33 Senate districts likely Democratic. The maps introduced Monday have 42 likely Democratic House districts and 13 likely Democratic Senate districts.

Election Day: Tonight, after Clevelanders head to the polls and results are in, there is a very real prospect that the final two candidates to make it to the general election won’t be known. With seven candidates in a competitive race for retiring Mayor Frank Jackson’s post – coupled with the likelihood of low turnout – the general election picture for the mayoral contest could remain murky, thanks to outstanding absentee and provisional ballots, reports Seth Richardson. In regard to absentee ballots, they’re up 40% in comparison to the 2017 mayoral primary, Richardson reports.

CLE budget: The coronavirus pandemic’s impact on jobs, business receipts and virtually every source of income for Cleveland’s general fund was severe in 2020, as everything shut down – public and private -- and people stayed home. That’s why the city expects about $110 million of its American Rescue Plan Act windfall will be used to recoup revenue that was lost in 2020. Robert Higgs breaks down the losses.

Participatory budgeting: Thousands of cities, counties, states, housing authorities, schools and other institutions are using participatory budgeting to boost civic engagement, empower the public to decide how government money is spent and, hopefully, turn everyday citizens into leaders. In Cleveland, an advocacy group is asking the city to set aside more than $30 million of its $511 million American Rescue Plan windfall to let the public nominate ideas for projects and vote on favorites over the course of a year, Robin Goist reports.

Early release: A Cuyahoga County Common Pleas Court judge on Monday granted an early release to a Maple Heights High School secretary he’d sentenced to prison last month. Cory Shaffer reports that Judge Rick Bell converted the 18-month prison sentence he handed down to Karla Hopkins into a term of 43 days in jail -- the same amount of time she has already served, according to court records.

FirstEnergy audit: FirstEnergy Corp.’s three Ohio utilities should make a number of changes to make the various parts of its company more compliant with the state’s corporate separation rules, an independent audit has concluded. The audit, ordered and released Monday by the Public Utilities Commission of Ohio, found no major violations of the state’s corporate separation requirements, which are designed to prevent affiliates of a utility from being “cross-subsidized” in a way that gives them an edge over their competitors, Jeremy Pelzer reports.

Banking requirement: A measure that would require financial institutions to report transactions to the Internal Revenue Service on any bank account with a balance of more than $600 has upset Ohio’s community bankers and Republican legislators, who are trying to get the provision removed from budget legislation that’s being written in Congress. The Treasury Department says the proposal will reduce tax evasion and improve collection of taxes, generating an estimated $460 billion in tax revenue over 10 years, reports Sabrina Eaton.

Casino revenue: Ohio’s casino and racino industry set another monthly record, taking in $194.3 million in gambling revenue in August after paying out winnings, Rich Exner reports. The revenue for the 11 facilities topped the previous August record of $172.1 million, set a year ago, with a gain of 12.9%.

House fire: Two adults and three children were killed Monday in a house fire in Akron, reports Olivia Mitchell. Three other adults and a child were taken to a nearby hospital for treatment.

Radio merger: Supporters of Kent State University’s public radio affiliate, WKSU FM/89.7, are worried they could lose local coverage and student opportunities if the station merges with Ideastream Public Media, the nonprofit that manages WCPN FM/90.3 in Cleveland, Joey Morona reports. The Kent State Board of Trustees will consider an action authorizing the university to enter into an agreement with Ideastream Public Media for the management and operation of WKSU and its six regional stations at its meeting on Wednesday.

Platform tennis: The Flats Platform Tennis Center is in the final funding stages for four platform - or paddle - tennis courts. Organizers said they hope to have the year-round courts operational this year, with half-size tennis courts and heating elements tucked underneath to melt snow, Marc Bona reports.

CLE destinations: The sun, the surf and Cinderella were huge draws early this year for Cleveland travelers, who flocked to Florida in droves. Leisure destinations were far more popular than more business-oriented cities, reports Susan Glaser, in a list of the top 10 places people fly to from the CLE.

UH gift: A $3 million gift to University Hospitals from Richard Horvitz and Erica Hartman-Horvitz will bring neonatal intensive care to the UH Ahuja Medical Center expansion, reports Julie Washington. The Horvitz Neonatal Intensive Care Unit, part of the new Steve and Loree Potash Women & Newborn Center, will be equipped to care for premature and critically ill newborns.

Clinic visits: The Cleveland Clinic will tighten visitation limits in all of its Ohio locations starting Tuesday because of the increase in COVID-19 cases, Julie Washington reports.
