BUFFALO, N.Y. (WBEN) – Developer Douglas Jemal’s next project would add more housing in Downtown Buffalo.

Jemal is proposing a nine-story building at 61 Terrace Street. The location is in the middle of what’s known as the “Donut Lot”, the parking lot surrounded by the Skyway ramp to the 190 northbound.

The first five stories of the building will be used as a parking ramp with 300 spaces. The remaining four floors will include 148 apartments ranging from studio to three bedroom. Each apartment will be given one parking spot while the remaining 152 spots will be used for the public.

Residents at the building will also have access to an interior courtyard.

“This is a significant part of Douglas’ efforts to create a new and upcoming downtown neighborhood,” Lindsey Haubenreich, an attorney at Phillips Lytle who represents Douglas Development, said. “This is specifically designed as a complement to the successful Seneca One complex.”

Planning board officials did not approve the project yet because Jemal’s development team still needs to get approval from the city’s zoning board of appeals on four aspects of the building. The zoning board will meet on Wednesday, meaning the earliest the planning board can approve the site plan would be September 27.
