I get the well intended updates to the current laws and the intent to curb the number of incidents and injuries. That being said where are the updated laws for pedestrians who are distracted by their phones and enter the roads without looking? We were always instructed to cross at street corners and use crosswalks if available? How do you enforce being a responsible person? Driver or pedestrian?
