Dubuque Mayor Roy D. Buol has updated the COVID-19 pandemic-related emergency proclamation to require masks and social distancing in facilities owned by the City of Dubuque and to encourage residents to wear masks in public places in Dubuque.

Buol’s proclamation cites Dubuque County’s high rate of community transmission of the virus, increasing number of new COVID-19 cases and hospitalizations, as well as the Dubuque County Public Health Incident Management Team’s recommendation that residents and visitors to Dubuque County wear face coverings in public indoor settings.

Specifically, the proclamation states:

• Every person in the city of Dubuque older than two (2) years of age is encouraged to wear a face covering that covers the person’s nose and mouth when in a public place.
• Every person in the City of Dubuque older than two (2) years of age shall wear a face covering that covers the person’s nose and mouth when in any City of Dubuque owned facility.

City of Dubuque buildings covered by the mask requirement include Bunker Hill Golf Course (building only), Carnegie-Stout Public Library, City Hall, City Hall Annex, Historic Federal Building, Five Flags Center, Grand River Center, Jule Intermodal Transportation Center, Mystique Community Ice Center, Multicultural Family Center, and Municipal Services Center.

The proclamation states the requirement for face coverings in City of Dubuque facilities will remain in place until the CDC changes Dubuque County’s community transmission rate to low or the Dubuque County Public Health Incident Management Team advises otherwise based on local data and conditions.
