Haggray out as City HR Director

It is unclear exactly how the position came open, but the City of Chester is looking for a new human resources director. Last November, the City hired Barbara Haggray to lead its HR department, a move that came a few months after the retirement of longtime director Carla Roof. Haggray, one of six announced finalists for the job, came to Chester from the City of Richmond, Virginia where she held the position of human resources consultant for FMLA, ADA and shared leave. She had previously worked as an accountant payroll manager at Allen University in Columbia and held three different positions (vice president of finance and human resources, director of finance human resources and finance human resources manager) for the Midlands Authority for Conventions, Sports and Tourism in Columbia. Deeper in her work history were stints with other municipal governments (in Columbia and Clinton) and previous employment with the S.C. Attorney General’s Office and S.C. Comptroller General’s Office.
