The impact was so extreme, Anderson was cut in half with his torso ending up more than 200ft away from his legs.

Rodriguez, who was in Las Vegas to celebrate his birthday, has now been charged with one count of DUI resulting in death, another of reckless driving and one of driving without a license.

In an exclusive interview with DailyMail.com, Anderson's sister Antoinette Alderman, 61, told DailyMail.com: 'We didn't know until we went to the site [of the crash] that my brother was in pieces in the road.

'Neighbors that live next to my brother went there first and they wanted to prepare us – he was split in half. His legs and lower extremities were somewhere else.

'He was hit with such force, his socks and shoes were off his legs. That's how hard he hit my brother. It's appalling.'

Exclusive DailyMail.com photos show how the crash caused a debris trail that stretched for 700ft, with orange circles marking where the initial impact happened and the locations where Anderson's body parts and clothing came to rest.

Local Las Vegas resident Walter 'Jaye' Anderson, 58, was driving home from work on his moped when he was struck by Rodriguez's Lamborghini which was going 141mph in a 45mph zone

The crash also ripped off his tube socks and gloves and left his moped embedded in the hood of the luxury car.

Police said Rodriguez, of El Paso, Texas, was with his fiancée Sabrina Juenger, 24, at the time of the crash and had an open bottle of booze in the rented blue Lamborghini Huaracan.

Rodriguez had been staying in a $1.6million penthouse during his Vegas trip and posted a video on June 4 boasting about how he planned to have 'the littest weekend ever' on the day he arrived.

Anderson, who was heading home after a shift at a local branch of Denny's on his TaoTao moped, was hit in the central lane as he approached an intersection on Russell Road.

Rodriguez is currently living in a rented home in Las Vegas after posting $75,000 bond ahead of a September court date.

DailyMail.com can reveal that the June 5 crash is not the first time Rodriguez has been collared while driving drunk, according to court documents.

In September 2015, the 33-year-old was pulled over while driving drunk in his Mercedes in El Paso.

According to the police report, Rodriguez had expired tags and 'had trouble keeping his balance' after getting out the car.

Trooper Priscilla Rodriguez added: 'While speaking to Rodriguez, l could smell a strong odor of alcohol emitting from person and breath.

'I could observe that Rodriguez had red glossy eyes and a slurred speech.'

He claimed to have had one alcoholic drink and one shot but later pleaded guilty and was sentenced to a one-year suspended jail term.

The father-of-one was also hit with 15-month probation sentence, a $1,000 fine and a series of conditions that included an alcohol ban and having an interlock device fitted to his car.

He completed his probation in January 2019.

Anderson's distraught family say they now want to see Rodriguez receive the maximum penalty possible following the fatal crash and say he should have never been allowed to drive.

'It's sickening. The speed, you do that on a track, not on a 45mph road,' Alderman said.

'He came in town to have a good time, be a big shot and drive Lambos.

'He hit the gas and killed someone. His family has rented a house here now so he can work from home, go to the doctor once a week.

'He can even go to the grocery store once a week. It's appalling.'

Walter Anderson's family slammed Rodriguez's release as 'sickening' and are hoping he receives the maximum penalty possible. Walter is pictured with his mother, Francis, now 85-years-old
Walter's oldest son Ryan, 30, (pictured with girlfriend Alix at a memorial site) told DailyMail.com that his father was 'loving, kind, always there for anybody'
A candle lit vigil was held for the grandfather at the site of the crash and the family is now preparing for a celebration of life on June 26

'To have him [Rodriguez] get out on house arrest on $75,000 and an ankle bracelet is appalling. It's sickening.

'He gets to have his fiancée, he gets to have his two-year-old son with him and my brother is being cremated. It's just appalling.'

Alderman is now calling for a change in the law so drunk drivers who kill are kept in jail and aren't allowed to bond out.

Meanwhile, Anderson's family are preparing for a celebration of life on June 26 and are ordering commemorative t-shirts for the event which they hope will include 100 mourners.

Oldest son Ryan, 30, an events worker who lives with girlfriend Alix and their three young children, told DailyMail.com that his father was a popular man.

'He was loving, kind, always there for anybody. He loved his mom and his family. He was a really good man. I learned a lot from him for sure,' he said.

Ryan added: 'He was big hearted. Everyone at his job will miss him. I met them all today and everybody's grieving in their own way but if I could take it back, I would.

'I'd trade places with him so he could be here for his family and everybody. I just hope the justice system will do the best it can do to serve justice.'
