Drug overdose kills three, sends fourth to hospital

Westchester DA Miriam Rocah is launching a program to reduce drug prosecutions.

NEW ROCHELLE – Three men are dead and one is in critical condition following a series of drug overdoses in New Rochelle.

Police identified the dead as Carl Encamacion, 43, Danny Howard, 49, and 28-year-old Sean Thomas Windley.

The fourth victim, whose name police did not release, is a Mount Vernon resident who remains hospitalized.

The investigation is continuing and anyone with information is asked to call the New Rochelle Police at 914-654-2300.

On Saturday, March 25, at about 2:45 p.m., New Rochelle Police received a call from a man stating he was possibly overdosing and that he was with three others who were also overdosing and now unresponsive.

Police were able to locate the men by pinging the caller’s cell phone and determine they were at 50 Fountain Place. The men were found in a storage room at that address. The caller was transported to the hospital, but the other three men were dead at the scene.
