Court docs: Muncie woman tried to traffic drugs disguised as paperwork into jail

MUNCIE, Ind. — A Muncie woman faces drug trafficking charges after police said she tried to sneak drugs into the Delaware County Jail — drugs that were pressed into the shape of a piece of paper.

Kayla D. Johnson, 20, was arrested on Monday after an investigation into trafficking at the Delaware County Jail. She faces preliminary charges of trafficking with an inmate, a Level 5 felony, and neglect of a dependent, a Level 6 felony.

According to court documents, Johnson was visiting the father of her child in Delaware County Jail on March 4 when she was caught with the illegal contraband.

Police said Johnson was trying to deliver a folder with 18 sheets of stiff, cardboard-like paper to her boyfriend, Elijah Carter. Carter is an inmate at the jail and was convicted of armed robbery, battery of a public officer and auto theft. In 2021, he was sentenced to nine years in prison.

Johnson reportedly passed the envelope containing the “papers” to another inmate who was supposed to deliver them to Carter. Jail staff intercepted the package, however, and noted how the papers felt “weird.”

Slivers were cut from the “papers” which were then tested and revealed to be alpha-PVP, or Flakka, which is called “gravel” on the street. The DEA says Flakka is similar to bath salts.

Investigators learned that Johnson had been communicating with Carter about the transaction and talking about how much money they were going to make off the drug.

It is not clear if Carter will face additional charges for his role in this trafficking attempt.

Final charges will be decided by the Delaware County Prosecutor’s Office.
