Not far from where a tall red crane towers over Anapamu and Chapala streets, Congressmember Salud Carbajal presented a large check for a million dollars to Sanctuary Centers CEO Barry Schoer on Tuesday, part of the $29 million being raised to build 34 studios for individuals with very low incomes. The future residents will have access to Sanctuary’s mental health outpatient clinic, which has occupied a blue Victorian on the corner at De la Vina Street for more than 25 years, as well as round-the-clock care for residents of the top two floors of the five-story building.

In its first year, the team of special investigators tasked with getting a handle on Santa Barbara’s illegal short-term rentals collected more than $595,000 from just 40 properties operating unpermitted rentals in the city. But that’s just the tip of the iceberg, and after the one-year pilot program was deemed a success by the city council Tuesday, the enforcement team has the green light to go after the estimated 1,147 illegal rentals that are known to be still out there.

The NCAA Division I Council’s move fast tracks legislation to fall in line with a recent court order. The council’s decision still needs approval from the D-I Board, which meets next week. The new rules would go into effect immediately, though in reality they have already been enacted through a lawsuit filed late last year by a coalition of states. A judge in West Virginia granted a temporary injunction that lifted restrictions on multiple-time transfers.
