The area is home to the <a href="https://virginiamercury.com/2026/07/06/how-virginia-became-the-worlds-data-center-capital-and-how-its-going/" rel="nofollow">world’s largest concentration</a> of <a href="https://www.datacentermap.com/usa/virginia/" rel="nofollow">data centers</a>. In a survey we conducted, we found northern Virginians <a href="http://doi.org/10.1111/ssqu.70196" rel="nofollow">support development restrictions</a> that could make data centers more transparent and accountable to the public. But they care about some types of regulations more than others.</p><p>As <a href="https://www.mass.gov/news/governor-healey-no-data-centers-without-local-approval" rel="nofollow">public concerns about data centers’</a> electricity demand and effects on the environmental and surrounding communities have <a href="https://www.sevendaysvt.com/news/constructiondevelopment/absent-state-action-vermont-towns-move-to-block-data-centers/" rel="nofollow">grown around the nation</a>, <a href="https://www.datacenterwatch.org/report" rel="nofollow">organized opposition</a> to their construction is also on the rise – not only around the country but also at the epicenter of data centers.</p><figure class="wp-block-image size-large"><img src="https://img.particlenews.com/image.php?type=thumbnail_580x000&amp;url=4AIyO6_1FXVJdSR00" alt="https://img.particlenews.com/image.php?url=4AIyO6_1FXVJdSR00" width="876" height="583" ><figcaption class="wp-element-caption">This aerial view shows an Amazon Web Services (AWS) data center adjacent to single-family homes in Stone Ridge, Virginia on August 12, 2026. (Photo by Brendan Smialowski / AFP via Getty Images)</figcaption></figure><p>In northern Virginia, public protest and legal action led <a href="https://virginiabusiness.com/prince-william-digital-gateway-data-center-project-officially-dies/" rel="nofollow">developers to withdraw a proposal for an 2,100-acre</a><a href="https://www.beankinney.com/news-and-insights/blogs/data-center-infrastructure-under-siege-lessons-from-virginias-digital-gateway-decision/" rel="nofollow">campus for as many as 37 data centers</a> in Prince William County in early July 2026. A week later, county officials <a href="https://www.nbcwashington.com/news/local/northern-virginia/proposed-2000-acre-data-center-in-prince-william-stirs-debate/4127320/" rel="nofollow">cited that opposition when rejecting a proposal</a> that would have rezoned another 2,000-acre area elsewhere in the county to allow more data centers.</p><p>Our research explored <a href="http://doi.org/10.1111/ssqu.70196" rel="nofollow">Virginians’ views on living near and among data centers</a>, identifying what they think about their experiences and how they want to shape future data center development projects that might come to their communities. In the fall of 2025, we surveyed 1,004 residents of northern Virginia and the Richmond metropolitan area – homes of the two largest data center clusters in Virginia.</p><h2 class="wp-block-heading">What we asked</h2><p>Rather than asking whether they supported or opposed specific policies, we presented survey respondents with pairs of policy combinations that combined different policy measures to regulate data centers and asked them which combinations they preferred. Those measures included locations of the centers, placement of power lines, electricity rates, environmental effects, reporting of energy and water usage and requirements for public review before approval.</p><figure class="wp-block-image"><a href="https://images.theconversation.com/files/761292/original/file-20260921-50-e79fv3.jpg?ixlib=rb-4.1.1&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip" rel="nofollow"><img src="https://img.particlenews.com/image.php?type=thumbnail_580x000&amp;url=3o0T2j_1FXVJdSR00" alt="https://img.particlenews.com/image.php?url=3o0T2j_1FXVJdSR00" width="754" height="729" ></a><figcaption class="wp-element-caption">Survey respondents were asked to evaluate different combinations of policies governing data centers’ locations and operations. <a href="https://doi.org/10.1111/ssqu.70196Digital%20Object%20Identifier%20(DOI)" rel="nofollow">Zhang, Wang, Siddiki, Wong, Xu, 2026.</a></figcaption></figure><p>For instance, a respondent might choose between two combinations. One combination might include power lines being placed underground and data centers being allowed near homes and parks, but environmental impact assessments not being required. The other combination might include above-ground power lines, restrictions on data centers near homes and parks, and a required environmental impact assessment before approval.</p><p>Each respondent compared five pairs of combinations. Because the policy measures were varied across combinations, the same option appeared for different respondents alongside many combinations of other policies. This allowed us to statistically separate the influence of each individual option from the rest of the combination. In effect, we could see whether including a particular policy measure made people more or less likely to choose a combination, while averaging across the many combinations of other policies respondents saw. In this way, even though respondents evaluated complete policy combinations rather than individual measures in isolation, we could determine the independent influence of each policy option on their choices.</p><h2 class="wp-block-heading">Visible and immediate impacts matter</h2><p>Our analysis shows that residents most strongly supported policies addressing visible, immediate and tangible results, including requiring new electricity transmission lines to be built underground and restrictions on building data centers near homes, schools and parks. They also strongly support regular reporting of energy and water use.</p><iframe title="Underground wires, public input and protecting key spaces" id="datawrapper-chart-S9CJr" src="https://datawrapper.dwcdn.net/S9CJr/2/" height="334"></iframe><p>Our findings also underscore the importance that residents place on having a voice before data center projects are approved. Public participation is ranked second among the six policy provisions in shaping residents’ preferences.</p><p>For many years, many jurisdictions in Virginia have allowed developers to build data centers without public review, so long as the buildings meet existing zoning requirements. The public has often found itself asking questions only after major decisions have been made.</p><p>For instance, in July 2024, residents of Fairfax County’s Bren Mar neighborhood <a href="https://www.washingtonpost.com/dc-md-va/2024/07/29/fairfax-data-centers-zoning/" rel="nofollow">raised concerns about a proposed 466,000-square-foot data center</a>, only to find that local zoning laws allowed the developer to build it without a public hearing or much review or oversight.</p><p>In early 2025, Loudoun County, nicknamed “<a href="https://www.loudoun.gov/6408/Data-Centers-The-Loudoun-Story" rel="nofollow">Data Center Alley</a>,” ended automatic zoning approval for new data centers and <a href="https://www.loudoun.gov/6410/Land-Use-Considerations" rel="nofollow">required public hearings</a> before local officials decided on the proposals.</p><p>By contrast, the U.S. Environmental Protection Agency under the Trump administration has moved to <a href="https://capitalbnews.org/data-centers-permit-rules-epa/" rel="nofollow">reduce requirements for public hearings</a> for air-pollution permits from data center projects.</p><h2 class="wp-block-heading">Complex issues need clearer explanations</h2><p>Our research found less public support for policy provisions governing more complex issues related to data centers. In particular, respondents were ambivalent about whether data centers should be <a href="https://eta-publications.lbl.gov/sites/default/files/2026-08/rate_designs_large_loads_2026.08.10.pdf" rel="nofollow">charged higher electricity rates</a> than other customers.</p><p>Infrastructure costs incurred to support data centers can ultimately pass down to other customers. According to a Bloomberg analysis, wholesale electricity prices near data centers <a href="https://www.bloomberg.com/graphics/2025-ai-data-centers-electricity-prices/" rel="nofollow">more than tripled</a> between 2020 and 2025.</p><p>As for retail price, in August 2026, Reuters reported that rapid data center growth in Virginia has forced local power company Dominion Energy to rely more on costly wholesale power, contributing to a proposed rate adjustment that could <a href="https://www.reuters.com/legal/litigation/virginia-data-center-boom-pushes-dominion-deeper-into-costly-power-market-2026-08-11" rel="nofollow">raise a typical residential bill by about $20 per month</a>.</p><p>We believe that members of the public can come to informed decisions about complex issues. But before they can do so, they may need help from technical experts like those who work for local and state governments to clearly communicate what’s involved and the trade-offs at stake.</p><h2 class="wp-block-heading">Growth and oversight can coexist</h2><p>Given their support for regulations on data centers, it’s tempting to assume that the respondents to our survey simply don’t want data centers in their communities. But, in fact, about <a href="http://doi.org/10.1111/ssqu.70196" rel="nofollow">47% of respondents</a> told us they support data center development in their area, while 25% are neutral and 27% oppose it.</p><p>These respondents were not simply saying “yes” or “no” to data centers. They have opinions about how data centers should be developed and which regulatory controls and safeguards should be in place.</p><p>Their views indicate that supporting data center growth and strengthening oversight are not competing goals. Residents may welcome development while expecting governments to address negative effects, provide opportunities for public input and establish safeguards to protect communities. The challenge for communities and their leaders is not simply deciding whether to allow data centers, but determining how to govern their growth.</p><em>Copyright 2026 Nexstar Media, Inc. Of the 9 people interviewed, all 9 (100%) in this outbreak reported consuming Sierra Nevada Graziers grass-fed raw milk cheese."</p><p>The CDC noted the outbreak has caused 13 illnesses and eight hospitalizations.</p><a href="https://www.newsnationnow.com/health/fda-thyroid-tablet-recall-class-i/" class="promo-link__link" target="&quot;_blank&quot;" rel="nofollow"> FDA elevates thyroid tablet recall to most serious level </a><p>The FDA advises consumers to avoid eating, serving or selling the recalled products. Consumers who purchased recalled cheese may return it to the place of purchase for a refund.</p><p>"This product has a long shelf life. Check your refrigerators and freezers for the recalled raw milk cheeses&nbsp;and throw them away. Forecasters warned of gale winds that could down trees and heavy rain that could put roads underwater.</p><p>Tens of millions of people are in the path of the storm was already beginning to lash the region with strong winds and rain as the region braces for much more. Dangerous flooding is expected along the Mid-Atlantic coast, particularly near New Jersey and Delaware, according to the National Weather Service.</p><p>“This storm is expected to bring major coastal flooding to the Mid-Atlantic Coast over multiple high tide cycles through the weekend,” the weather service said Saturday. “Prepare immediately for significant inundation in low-lying areas near the shore, including roads underwater and impacts to homes and businesses.”</p><p>In the coastal New Jersey borough of Surf City, water, with waves rippling along its surface, flooded the streets, inundating some homes. About 34 miles (54.7 kilometers) up the coast in the borough of Manasquan, where some roads were also flooding, Mayor Mike Mangan said he expected “a lot of water in the streets for a long time.” A voluntary evacuation had been issued earlier in some low-lying areas of the community.</p><p><a href="https://apnews.com/article/ed-sheeran-noreaster-new-england-boston-storm-f0c1f4f240147d8697efae56d06ac163" rel="nofollow">Concerts were canceled</a>, along with dozens of flights going into airports in Boston, Nantucket and Martha’s Vineyard on Friday and Saturday. Several airlines were offering to waive some change or cancellation fees for some East Coast flights through the weekend.</p><p>In Manasquan, a borough on the coast of New Jersey, officials recommended residents voluntary evacuate, according to a <a href="https://x.com/Bogs4NY/status/2103507404646195499?s=20" rel="nofollow">local NBC affiliate</a>. The recommendations specifically targeted residents in low-lying zones, especially those who are elderly and individuals with special needs.</p><p>As the storm approaches, The <a href="https://weather.com/2026/09/25/forecast/regional/noreaster-forecast-coastal-flooding-rain-wind-boston-mid-atlantic" rel="nofollow">Weather Channel</a> reported wind gusts over 30 miles per hour along the coast of the Empire State and the Garden State on Friday, stretching down to parts of North Carolina. In Long Island, windspeeds reached up to 52 miles per hour.</p><p>The <a href="https://www.weather.gov/okx/weatherstory" rel="nofollow">National Weather Service </a>forecasted moderate to locally major flooding over the weekend, particularly in several New York City counties — prompting Mayor Zohran Mamdani to issue a <a href="https://x.com/NYCMayor/status/2103499818471428270?s=20" rel="nofollow">statement</a> encouraging residents to get ready for the nor’easter.</p><h2 class="wp-block-heading">Hawaii Hurricanes</h2><p>People on Hawaii’s Big Island are preparing for another potentially life-threatening and catastrophic storm as <a href="https://apnews.com/hub/hurricanes" rel="nofollow">Hurricane Nolo</a> is expected to bring flash floods and extreme surf as it churns just south of the islands through the weekend.</p><p>Nolo was expected to strengthen to a major hurricane on Saturday. Its maximum sustained winds increased to 105 mph (165 kph) Friday. The storm’s center was located about 145 miles (235 kilometers) south of Hawaii’s southernmost point.</p><p>Forecasters warned parts of the Big Island could see rainfall totals up to 15 inches (38 centimeters), with a possibility of up to 25 inches (64 centimeters). That was down from an earlier forecast that called for up to 35 inches (89 centimeters).</p><p>“People are going to want to kind of shelter in place on the Big Island, be in their safe place, certainly by later today, tonight, well into Saturday," Michael Brennan, director of the National Hurricane Center, said Friday. “Don’t venture out if you don’t have to into the dangerous flooding environment, but also high winds. We can have trees and power lines down.”</p><p>Heavy rainfall also was possible on Hawaii's other islands, the hurricane center said. Maui also could see heavy rainfall and potential life-threatening flooding and mudslides, forecasters said.</p><p>Crews on the Big Island spent hours Friday trying to build berms to guide water and move large debris ahead of the worst of the rain, said Erika Kapu, Hawaii program manager for the humanitarian nonprofit CORE.</p><p>CORE and other nonprofit partners spent the week packing and shipping supplies like camp stoves and hygiene products by air cargo from Oahu to the Big Island for a community relief hub that has been active since August's <a href="https://apnews.com/article/hawaii-tropical-storm-lala-hurricane-0c3d63c8a87943cdf8d57c530a7ed9d0" rel="nofollow">Hurricane Lala.</a></p><h4 class="wp-block-heading">Hawaii prepares as northern edge of Nolo is expected to barrel through</h4><p>President Donald Trump on Friday approved an emergency declaration for the state of Hawaii, authorizing the Federal Emergency Management Agency to coordinate assistance from across the federal government and provide funding support for emergency measures.</p><p>Hawaii officials told residents to put together emergency kits, and the governor issued an emergency proclamation, activating more than 230 Hawaii National Guard members. Schools were closed in some areas.</p><p>Hawaii County officials on the Big Island were urging residents in flood-prone areas to consider taking refuge at shelters being set up or other locations.</p><p>The heaviest rain from Nolo is likely to fall over the same southeastern region of the Big Island that was hit by Lala and where grounds are still wet from additional precipitation. Forecasters warned of gale winds that could down trees and heavy rain that could put roads underwater.</p><p>Tens of millions of people are in the path of the storm was already beginning to lash the region with strong winds and rain as the region braces for much more. Dangerous flooding is expected along the Mid-Atlantic coast, particularly near New Jersey and Delaware, according to the National Weather Service.</p><p>“This storm is expected to bring major coastal flooding to the Mid-Atlantic Coast over multiple high tide cycles through the weekend,” the weather service said Saturday. “Prepare immediately for significant inundation in low-lying areas near the shore, including roads underwater and impacts to homes and businesses.”</p><p>In the coastal New Jersey borough of Surf City, water, with waves rippling along its surface, flooded the streets, inundating some homes. That was down from an earlier forecast that called for up to 35 inches (89 centimeters).</p><p>“People are going to want to kind of shelter in place on the Big Island, be in their safe place, certainly by later today, tonight, well into Saturday," Michael Brennan, director of the National Hurricane Center, said Friday. “Don’t venture out if you don’t have to into the dangerous flooding environment, but also high winds. You may, however, have a hard time finding at least two of those names on newly printed Social Security cards. </p><p>The administration responsible for those cards has been tallying the names dolled, and provides much of that data for your own perusal. The Social Security Administration annually reports the 100 most common names for boys and girls born each year. It's because of this that we know there will soon be <a href="https://thehill.com/homenews/state-watch/5878229-these-were-the-most-popular-baby-names-in-your-state-last-year-data-shows/" rel="nofollow">Liams and Olivias</a> in kindergarten classes everywhere, if they aren't already.</p><p>It's also how we know that, if you turned 50 last year, your name is likely Jennifer or Michael or Jason. </p><a href="https://thehill.com/homenews/state-watch/6042162-these-baby-names-are-popular-in-one-state-and-one-state-only-data/" class="promo-link__link" target="&quot;_blank&quot;" rel="nofollow"> These baby names are popular in one state and one state only: Data </a><p>We looked back at SSA data to find the top boy and girl names of 1975 (since we don't yet know the top names of 2026, we had to use the most recent data set available, released last year, for a 50-year review).</p><p>Among girls born in 1975 (and any year between 1970 and 1984), the most popular name was Jennifer. While the most common name in each state can vary, Jennifer made a clean sweep in 1975, beating out any other girls' name in all 50 states and the District of Columbia. </p><p>The battle was not as simple among newborn boys. </p><p>SSA data shows that while Michael was the most common name for boys born in 1975 (and from 1961 to 1998), it was only the top name in 35 states and the District of Columbia. More specifically, we followed both names in each state from their spike in the 1970s until the last consecutive year they ranked within the top 100 names for boys and girls, respectively. </p><p>By around the early to mid-2000s, both names began ranking outside the top 100 names at the state level.</p><p>Jennifer hasn't cracked a state's top 100 since 2012, when it was No. 97 in California and Texas. The recommendations specifically targeted residents in low-lying zones, especially those who are elderly and individuals with special needs.</p><p>As the storm approaches, The <a href="https://weather.com/2026/09/25/forecast/regional/noreaster-forecast-coastal-flooding-rain-wind-boston-mid-atlantic" rel="nofollow">Weather Channel</a> reported wind gusts over 30 miles per hour along the coast of the Empire State and the Garden State on Friday, stretching down to parts of North Carolina. The first AI-specific talk is scheduled for November.</p><p>Trump responded to rising pressure to address AI concerns and demands to impose safeguards by creating an “AI Force,” despite labeling the broader concerns a “hoax.” He also said he would be naming an “AI czar,” but <a href="https://thehill.com/policy/technology/6111941-donald-trump-scott-bessent-artificial-intelligence-czar/" rel="nofollow">ruled out Bessent</a> from consideration amid speculation that he may be appointed to the role. </p><p>Trump had signaled ahead of his talks with Xi that AI — which he has referred to as “super intelligence” — would be a major topic during the summit.</p><p>The final part of the U.S.-China agreement was to strengthen military crisis communications. Among Republicans, approval of his job performance dropped from 82 percent to 73 percent in a week, down from 86 percent in January 2026 and 91 percent just after his second inauguration.</p><p>“For really his entire political career, the president has enjoyed very strong support among the Republican Party and among his base, and that's still true today, but it's a bit less true,” Alec Tyson, senior vice president and lead pollster at Ipsos Public Affairs, told The Hill. </p><p>Trump has seen a decline in his polling numbers since the Iran war started, according to Tyson, but the latest polling shows a clear dip in recent weeks, which the pollster said tracks with the “striking” drop in how Republicans view the president on economic issues.</p><p>Since January, Republicans’ approval of Trump’s handling of the economy has dropped 24 percentage points to 56 percent, while their approval of his handling of the cost of living has fallen 26 points to 44 percent.</p><p>“Those are striking numbers,” Tyson said. “Numbers that we hadn't seen until recent weeks here in our Ipsos polling.”</p><p>A <a href="https://poll.qu.edu/poll-release?releaseid=3965" target="_blank" rel="noreferrer noopener nofollow">recent Quinnipiac poll</a> similarly found Trump at his lowest approval to date on the economy, with only 32 percent approving his handling of the issue. Overall, 33 percent approved of his handling of his job, near the 32 percent record notched in July. </p><p>The polls also point to a difficult national environment for Republicans ahead of November, though the outcome in Congress will depend on individual races. </p><p>In the Quinnipiac poll, voters favored Democrats by 11 points when asked which party they want to see control the House, 49 percent to 38 percent — a four-point shift from July, when Democrats led 48 percent to 41 percent.</p><p>Republican strategists differ on how candidates should respond, but some warn that dissatisfaction with Trump’s handling of the economy could depress turnout.</p><p>"There’s a major risk that a lot of Republicans will be staying home in November, while Democrats turn out in droves,” Republican strategist Bill F. B. O'Reilly told The Hill. </p><p>“The dissatisfaction with the Iran war strategy and rising gas prices are sapping enthusiasm on the right at the worst possible time,” he added. “We have one month to turn that around.”</p><p>The latest NPR/PBS News/Marist Poll suggests Trump is weighing on voters’ choices for Congress, with only 30 percent saying the president is not much of a factor in their vote for Congress.</p><p>Anti-Trump sentiment also appears to be more motivating for registered voters, with 45 percent saying their congressional vote is mostly a vote against Trump, and 24 percent saying it’s mostly a vote for Trump.</p><p>Democrats held an advantage on several issues in the Marist poll. Voters trusted Democrats over Republicans to handle the economy, 42 percent to 34 percent, and to handle gas prices, 40 percent to 27 percent. The gap between the parties was tighter on immigration, though voters have grown more confident in the Democratic Party’s ability to handle the issue since 2024.</p><p>Tyson noted that Democrats also held a six-point advantage over Republicans on which party would better handle the economy in the latest Reuters/Ipsos poll. He called that “unusual” for an issue that has typically been among Republicans’ strongest. </p><p>He noted that Democrats’ improving numbers over the past year have “run in parallel with the president's declining rating.” </p><p>“Absolutely, that has implications for the midterms when folks are comparing the two parties or the candidates for the two parties, if the Democratic Party has opened up an advantage on the economy, in part due to the drag of the president's performance for his own party on the issue,” Tyson said. </p><p>Republican political analyst Ford O’Connell said GOP candidates need to counter those numbers by going on offense over the economy, and making the case that conditions have improved under Trump and will continue to do so if Republicans retain control of Congress. </p><p>He also pushed back on Democrats’ messaging on gas prices, saying they have “spent the last 15 years trying to kill oil and natural gas production, so the notion that they care about gas prices is nonsense.”</p><p>“Republicans have not made the case that when Trump came into office, the Biden economy was far worse than anyone imagined, and it was not going to be fixed overnight. That's the problem: is they're playing defense versus offense,” O’Connell told The Hill.</p><p>O’Connell cautioned against treating national polling as a prediction of the election outcome, noting some results have been inconsistent. He also doesn’t believe the public is sufficiently factoring in the effect of mid-decade redistricting pushes in several states.</p><p>“Republicans are definitely facing strong headwinds, but that does not mean that the game is over. And if they stop pushing right now, they will certainly lose both the House and the Senate,” he said. “And they should hold onto the Senate and could conceivably have a very narrow loss in the House, or, if something totally breaks their way, could actually hold the House by basically the status quo that they have now.” </p><p>Alan Abramowitz, a political scientist at Emory University, said the generic congressional ballot is “usually a very good indicator” of the midterm landscape, along with the president’s approval rating, though he said there are other mitigating factors that can affect the outcome.</p><p>“In general, the president's party tends to lose more seats when the president's approval rating is underwater, when the president is unpopular,” Abramowitz said, adding, however, “It's not a perfect relationship by any means.” </p><p>He cited the strong economy under former President Clinton in 1998 and former President Bush’s high approval ratings after 9/11 in 2002 as factors that helped their parties in those midterms. Abramowitz pointed to the Supreme Court’s decision to overturn Roe v. Wade as a significant factor in 2022, when Republicans won the House but secured only a slim majority despite former President Biden’s low approval ratings. </p><p>Tyson noted while the economy will likely matter more than Trump’s approval ratings in November, the two issues are closely related, especially if voters don’t see the president as responding to their concerns. The pollster said he sees the last four years as an era that could be “defined by the politics of household affordability.”</p><p>“These are the same concerns that powered the president to a popular-vote election two years ago,” Tyson said. “But now, two years later, these same frustrations that Americans have been having for some time are increasingly directed at the president and, to some extent the Republican Party.”</p><em>Copyright 2026 Nexstar Media, Inc.
