Sheriff disputes kidapping account
Laclede County Sheriff Davis Millsap is responding to information included in the probable cause statement for a Lebanon woman charged with child kidnapping. Lebanon resident Alicia Delcour was arrested last Sunday. In the statement outlining the case against Delcour, a Pulaski County detective wrote that the victim’s mother had made calls to the Laclede County Sheriff’s Department on the matter but did not receive assistance.
