The Aurora City Council forged ahead Monday on a new “tough love” approach to homelessness that sentences urban campers to addiction and mental health treatment. The council decided at its study session to advance to a regular meeting an ordinance creating a new court for homeless campers. Ordinance sponsor Steve Sundberg said the court is not meant to be punitive. Offenders who successfully complete a year’s probation and their treatment plan would have the violation removed from their record, he said.

We are far enough away from both last night's weather system that brought showers and thunderstorms to the Mid Atlantic. That has now weakened and passed to the east. Cleanup crews dismantled a homeless encampment at 8th and Navajo in Denver last week without offering the inhabitants anywhere to go. The city swept the encampment because they said it had become a public health hazard.

A few days ago, I watched an online seminar given by the National Alliance to End Homelessness. The topic was “Targeted homelessness prevention: Stemming the inflow.”. Kay Moshier McDivitt of the Alliance referred to targeted prevention as turning off the faucet of people experiencing homelessness. The problem, she said, is that no matter how fast homeless services agencies house someone, new homeless people keep pouring from the faucet. If you envision the faucet filling a bathtub, soon the tub overflows, leaving many people experiencing homelessness unhoused.

The Denver City Council learned more Wednesday about the workforce development component of the Denver Asylum Seekers Program. The city has transitioned the way it helps migrants, closing shelters and instead placing 800 people in the asylum program. That includes people who had been staying in non-congregate hotel shelters, all but one of which have closed. New migrant arrivals will not be eligible for the six-month work program until some graduate, according to a presentation by city staff. The city intends to keep 500 people in the work program at a time, according to Tony Anderson, workforce development manager for the city.
