On July 4, 2002, Victor Melendez, known as "Shorty" was shot and killed in Lancaster City.
In the middle of the night, during a holiday celebration with fun and fireworks, suspects in a car shot him and sped off, getting away.

After having a brief conversation with them, police say Melendez was shot once in the neck before the suspects sped away.
Despite the holiday celebrations, few people saw the crime happen.
"Everyone in that block knows what happened to my brother." says Melendez's sister.
