It's not the adoption fees that are the issue it's the no pet policies in most apartments in King County and the expense involved with feeding and taking care of animals.

no it doesn't help at all. Sadly the shelters that do this don't tell you how many are RETURNED within a month or less. anything with medical issues still sits at the shelter. the behavioral issues is beyond bad. these shelters adopt out dogs with bite histories.
