REQUEST FOR STATEMENT OF QUALIFICATIONS  FOR ENGINEERING SERVICES Contingent upon sufficient funding, Lincoln County, 512 California Avenue, Libby, MT. 59923, is soliciting Statement of Qualifications for Consulting Services to assist with the preparation of design of approximately 600 lineal feet of 8 inch gravity sewer main, manholes, 12 sewer services, submersible pump lift station, 900 lineal feet of force main and connection to an existing gravity sewer main in Eureka Mt. Design services will include supplemental site surveys, hydraulic modeling, design, plans, specifications, MDEQ approval, Bid Documents, bidding and construction management. All services must conform to the current Montana Department of Environmental Quality Standards and American Recovery Act Plan (ARPA) requirements as adopted by Montana Department of Natural Resources. The new sewer collection system will replace holding tanks and existing septic systems with drain fields in the Lincoln County Fairgrounds in Eureka, MT. A schematic plan is available for review upon request. Response to this request should include: Firm’s name and address of corporate office. Location of managing office and contact information. Firm’s history and areas of practice. Summary of experience, qualifications and location of staff to be assigned to the project. Summary of firms experience with providing design services for small seasonal wastewater collection systems in Montana. Statement of experience with federally funded projects. Description of current workload. Respondents will be evaluated on the following criteria: Overall quality of the proposal, 10%. Qualifications of professional staff assigned to the project, 30%. Prior performance in meeting schedule, budget and quality on previous projects, 15%. Availability to the County, 10%. Experience with small seasonal collection systems, 15%. Specific experience with similar projects, 20% The response shall be limited to 10 pages, plus cover letter, cover page, table of contents and appendices with resumes, references and summary of similar projects. A page is a one sided single spaced 81/2” x 11” sheet of paper. Submit three hard copies. The selection of the consultant may be based on the evaluation of the written response. At the discretion of the County Commissioners interviews of select firms may be held in Lincoln County. The County will select the most qualified firm based on the submitted information and references. Unsuccessful offers will be notified as soon as possible. NOTICE OF PUBLIC COMMENT PERIOD Notice is hereby given that Lincoln County has opened a 45-day comment period on proposed projects under Title III of the Secure Rural Schools and Community Self-Determination Act. Eligible projects under Title III include FireWise Communities program activities, reimbursement of county costs for emergency services performed on federal lands, training and equipment purchases directly related to emergency services paid for by the county and performed on federal land, also development and implementation of Community Wildfire Protection Plans (CWPPs). Lincoln County has identified several projects that meet these eligibility requirements.  They include continued development of FireWise Community programs and implementation of the Lincoln County Community Wildfire Protection Plan (CWPP).  These projects include landowner and public education, applying FireWise strategies to private property including implementing fuels reduction work.  Other projects and funding uses are information related to FireWise programs, and reimbursement of costs incurred by county emergency services performed on federal land.
