Hughesville, Pa. — Neighbors, who reported seeing a man fully exposed by his front window, said it was a “frequent event” when speaking with state police troopers.

Michael Conner was allegedly naked when a passerby drove in front of his home near the 100 block of Slow Hand Drive in Hughesville, Trooper Ernest Capobianco said. Lights were on in the room with the curtains open, according to Capobianco.

The witness described Conner’s actions as "a frequent event" in the neighborhood, Capobianco wrote in the affidavit. Several neighbors have allegedly complained about the behavior.

Conner spoke with police in April about the incident, according to the affidavit. He allegedly claimed to have been drinking due to the loss of a close friend when he changed in front of the window.

Conner is being charged with second-degree misdemeanor indecent exposure and open lewdness. Conner is scheduled to appear at the end of July for a preliminary hearing. No bail is listed for Conner.
