CLARKSBURG, W.Va. (WV News) — The Harrison County Commission will hold a special meeting on Friday to consider new agreements that would help pave the way for a long-anticipated gas-fired power plant that would be located in the Montpelier Addition of Clarksburg.
Earlier this month, legal counsel for Wolf Summit Energy, a GE subsidiary, requested the commission approve agreements similar to those the commission previously entered into with Energy Solutions Consortium (ESC) and the Harrison County Development Authority that have since expired. Wolf Summit would take the place of ESC in the arrangement.
The agreements would allow the new developers to build the power plant on county-owned property and outline an option for purchase of the land once the construction is complete.
The matter has not yet gone before the Harrison County Development Authority.
In previous commission discussions, there were concerns raised about legal protections for the commission, whether Wolf Summit would be willing to take on the same obligations as ESC and the appropriate structure for the proposed arrangement.
Last week, the commission passed a resolution expressing support for development and construction of a gas-fired power plant by the Wolf Summit Energy and directed staff and legal counsel to work on an agreement with the company.
Although no new draft agreement is included in documents for Friday’s meeting, the agenda states that a new draft “amends the terms of the existing option agreement and related documents ... in order to extend the term thereof and make other associated changes to facilitate the development of a natural gas power generation facility by Wolf Summit Energy.”
Commission President Susan Thomas said Wednesday she had not yet viewed the new draft agreements, but hopes “they’ll be OK and we can get it worked out.”
Thomas said she believes representatives of Wolf Summit Energy will be in attendance at the special meeting.
In other business Friday, the commission will consider approval of a master equipment lease-purchase agreement requisition for payment of $578,710 to Statewide Lincoln Ford for 11 2022-2023 Ford Police Interceptor vehicles for the Harrison County Sheriff’s Office.
According to Thomas, the payment covers most but not all of the law enforcement vehicles that are on their way to the county.
“We are still waiting on one, so we’ve got some more money coming (to be paid),” she said.
Thomas said the commission is “trying to get that through sooner rather than later,” as the Sheriff’s Office has “been waiting on cruisers for quite some time” due to supply chain issues.
Finally, commissioners will consider approval of a list of purchase requisitions presented by county staff.
