Harris Ranch is governed by a “specific plan,” which dictates what can and cannot be built in granular detail. The Boise City Council adopted the plan in 2007, the first of its kind in Idaho. Since then, the plan has been modified numerous times to revamp where streets will be added, what can be built on certain blocks, and more.
