    Greene PC recommends RZ, SUP and Zoning Ordinance Amendment

    Wednesday night the Greene County Planning Commission held public hearings where no county resident spoke for or against three items up for discussion.

    Rezoning of next-to-last A1 parcel at Ruckersville intersection

    Mae G. Shiflett and Quattlebaum Development Company ’s rezoning application for a 2.41-acre parcel of the next-to-last Agricultural (A-1) lot surrounding the Ruckersville intersection of Seminole Trail and Spotswood Trail appeared first on the agenda.

    Deputy Planning Director Stephanie Golon proffered the county’s presentation, explaining the applicants desired upzoning of the parcel that currently houses the office of Legacy Church to B3 (Business Highway and High-Intensity).

    Golon noted Quattlebaum Development wanted to construct an upscale multiple-story self-storage unit facility.

    County planning and zoning informed commissioners the project met all county requirements and that the B3 zoning district is inclusive of B1 and B2 districts. Golon also said no voluntary proffers had been made by Quattlebaum but the developer stated his company won an award from the city of Myrtle Beach, South Carolina in 2023 for its outstanding landscape design incorporating stormwater management.

    The building will have a 35,100 square-foot footprint.

    "We like our buildings to be pleasing to the eye, safe, and clean,” Scott Quattlebaum said.

    He said the new Greene County facility would resemble a two-story office building using a combination of brick, stucco, metal, and windows.

    Access from the site would be from new entrances off U.S. Route 29 (Seminole Trail) and existing entrances closer to the intersection on Rt. 29 would be removed. The entrance off Spotswood Trail already has been altered when the Virginia Department of Transportation (VDOT) redid interchange improvements in 2023.

    Commissioners questioned the size of the proposed structure, landscaping, and if the Legacy building would remain or be demolished.

    Quattlebaum said the intent would be to allow Legacy Church to continue using it.

    All five commissioners voted recommending the rezoning to the board of supervisors with Commissioner Ron Williams voting via phone.

    Conditional electronic message center sign recommended

    Commissioners also voted a recommendation to the supervisors for a special use permit to allow an electronic message center signage to replace the current sign at Merit Greene’s The Villages at Terrace Greene planned unit development (PUD) currently under construction on northbound Seminole Trail prior to Mathews Mill Road.

    The aggregate size of the sign by code cannot be greater than 24 square feet but can be encased in a larger free-standing sign already on the property. The concept plan submitted to commissioners state overall size of the sign would be 15 feet tall and six feet wide.

    Commissioners recommended signs change no more than once every 10 seconds.

    Language changes to existing temporary events recommended for approval

    Supervisors requested the planning commission review proposed changes to Article 16-19 of the Zoning Ordinance that includes a new certification application.

    The need for changes came to light last year when the Red, White, Blue, and Greene committee realized late in the process it needed permitting to hold its annual fireworks display in the county.

    Key to the provision are public safety issues.
