Howie could be police chief in Glasgow – again

GLASGOW — A former Glasgow police chief could become the chief again, according to the latest municipal order issued from Glasgow City Hall.

Guy Howie is being put forth as Mayor Henry Royse’s latest pick to the city’s top law enforcement position. Howie previously served as chief from 2015 to 2019. Jennifer Arbogast succeeded him after his retirement.

Royse told WCLU News late Thursday evening that the position is permanent. Some speculation existed regarding whether Royse would later hire a chief given recent controversy in the department.

A group of seven officers collaborated to send a series of grievances to the mayor and city attorney last month. The complaints were aired out across two emails from an anonymous account. They cited concerns with the department’s leadership, including understaffing and a toxic working environment.

Arbogast was asked to resign sometime after those emails were received. She chose to retire instead. Major Terry Flatt has served as interim chief.

Royse previously told members of the news media that he did not ask the chief to resign due to the emails. He cited concerns with officer retention. Twelve police officers had resigned since Jan. 1, Royse said.

Arbogast will retire effective April 1. Howie, if approved by the Glasgow Council on March 27, will assume his duties on April 17.
