FLINT, MI – The Flint Board of Education has approved an investigation into a 2022 board action that resulted in the overpayment of a non-union district retiree.
Board members voted unanimously to investigate the payment, which stemmed from a June 15, 2022, meeting on a surprise motion that usurped the district’s normal practice of paying non-union members.
The payment was made for unused paid time off in the amount of $61,347, despite the maximum amount available to be paid to a non-union retiree for unused paid time is up to $6,250 under these circumstances.
The payment was discovered in a Stephenson & Company audit report for the 2022 fiscal year.
Payouts for retiring staff are not supposed to come before the board vote, Executive Director of Human Resources Sharita Galloway told the current board last week.
Board Attorney Charis Lee told the board on March 15 that the June 15, 2022 motion violated current policy within the district.
“When someone retires after 10 years, they can get up to $6,250. So, what happened here is that the board bypasses that and that can have serious consequences – like everyone else expecting the same treatment,” Lee said.
Flint Community Schools Superintendent Kevelin Jones said he was surprised by the motion at the time seeing how there was no item on the agenda to address this person’s retirement pay.
The 2022 motion was made by Laura MacIntyre and passed unanimously with Chris Del Morone, Linda Boose, MacIntyre, Allen Gilbert and Joyce Ellis-McNeal voting in favor.
Jones added that the employee, a now-retired executive assistant, asked him for compensation for unused PTO and was denied.
The employee then went to a board member to address the payment concerns, which is how the issue initially arose.
