Dover man charged with home improvement fraud

DOVER, Del. – A Dover man has been charged with home improvement fraud.

According to police, the investigation began in early January when the 85-year-old victim contacted police to report the fraud. It was learned that the victim’s house was damaged by a fire in 2022, and she needed the house to be renovated as a result. In April 2022, the victim made an agreement with the suspect, 57-year-old Stephen Kurtz, and Kurtz Construction LLC for the work to be completed.

As of March 2023, the victim has allegedly paid Kurtz over $95,000, and the work that was said to have been completed is not.

Kurtz was arrested last week and charged with home improvement fraud over $1500. He was released on his own recognizance.
