Police say witnesses and evidence reveal a 52-year-old pedestrian who was killed late Friday was in the roadway and not near a crosswalk when he was hit by a car.

The victim was identified Tuesday as Woodward resident Boun Van Quang. He was struck at about 9 p.m. Friday in the 6900 block of Southeast 14th Street in Des Moines.

Des Moines police spokesperson Sgt. Paul Parizek said in a news release a preliminary investigation shows the 64-year-old driver had the right of way at the time of the crash and that she attempted to avoid hitting Quang.

First responders who arrived at the scene found Quang with critical injuries and attempted life-saving measures. Des Moines Fire Department medics took him to a hospital, where he died, the release said.

The driver was not impaired and was uninjured, according to police. No charges have been filed and the investigation is ongoing.

The death was the fourth related to traffic in Des Moines in 2023.
