TDOE Releases 2023 TCAP District-Level Averages for 3rd Grade ELA

The Tennessee Department of Education has released district-level TCAP average scores for third grade English Language Arts (ELA) from the spring 2023 TCAP administration.

In Cumberland County, 34.42 percent of third grade students Meet or Exceed proficiency to be promoted to the fourth grade.  The report shows 29.45 percent of Cumberland County third graders scored Below and 36.14 percent scored Approaching.

In White County, 43.12 percent of third graders are proficient to advance to the fourth grade. The Below average is 14.13 percent and Approaching is 42.75 percent.

In Warren County, 33.8 percent of third grade students have scores that Meet or Exceed proficiency to move on to fourth grade.  Warren County third graders scored Below by 31.59 percent and Approaching by 34.61 percent.

Statewide, 60 percent of Tennessee’s 3rd grade students are not ready for the 4th grade according to the Tennessee Comprehensive Assessment Program test.

Third grade students who scored “below” or “approaching” are eligible and will be prioritized for multiple pathways to support student promotion to fourth grade.  Some students may meet certain exceptions outlined in the law.

Families of students scoring “approaching” on the TCAP or TCAP retest also have the option to request an appeal of a local retention decision on behalf of their third grade student. The form to submit an appeal will be on the Tennessee Department of Education’s webpage and opens May 30, 2023 and closes June 30, 2023.
