For Community Action Partnership, autumn brings more than the first hint of cool air. The seasonal change brings an influx of low-income residents who fret about how they’re going pay their winter heating bills. Last month, CAP received 900 applications for the Low-Income Home Energy Assistance Program, or LIHEAP, in Buchanan, Andrew, DeKalb and Clinton counties. More than 200 of those applications involved households that had service shut off or were in danger of disconnection.
