Cafel was born on June 26, 1951, in Montgomery County, TN, to Henry and Gertrude Hembree. He worked for Clarksville-Montgomery County School System and retired from Montgomery Central Elementary School. Cafel enjoyed working on old cars and yard work.

Elected to serve as chairman beginning July 1 is Jerry Allbert. Allbert has served multiple terms on the board and as chairman twice.
