Clarksburg City Council met for a special session on Wednesday, which started by awarding several bids to demolish condemned structures in town. Council also discussed the terms to offer a brewpub that's considering opening in downtown and approved the 2023-2024 budget.
CLARKSBURG, W.Va. (WV News) — Clarksburg City Council met Wednesday for a special meeting, which started with awarding bids to begin demolishing burned or otherwise dilapidated structures in the city.
Following a recent fire at a house located at 445 Washington Ave. that prompted complaints from residents, which followed previous complaints, demolition of that structure will be expedited.
Competitive bidding on the project was bypassed due to the urgency of the situation, and the demolition was awarded to Reclaim Company LLC of Fairmont in the amount of $24,500.
Contracts also were awarded for demolition of two packages of condemned properties.
Contract 1 is for the demolition of structures at 113 Grant St., 132 N. 1st St., 324 S. 2nd St., 447 Washington Ave., 449 Washington Ave. and a garage, 537 E. Pike St., and 641 S. 7th St..
The contract was awarded to Reclaim Company LLC in the amount of $101,350 with a 20% contingency.
Clarksburg City Engineer Tom Brown noted that he hopes to have Reclaim complete demolition of the three structures on Washington Avenue at once if possible.
“Reclaim is going to get all of those three structures, and I’m going to try to work with them so they can do all three at the same time if it’s feasible. If they will, we’ll talk about it,” Brown said.
Contract 2 is for the demolition of structures located at 126 Floyd St., 740 Camden Place and 327 Milford St. The contract was awarded to 24/& Environmental LLC in the amount of $50,395 with a contingency of 10%.
Also at Wednesday’s meeting, discussion was held regarding requests from business developers who are considering opening a brewpub downtown in the old FBI biometrics building at the corner of 4th Street and Main Street. The brewpub would bottle and can beer on site and would have a taproom, meeting spaces and other amenities.
After reviewing requests from the developers, the city will make a counter offer that Clarksburg officials believe will be a competitive proposal formulated by Interim City Manager Steve Pulice.
Since any special concessions for the brewpub would likely set a precedent moving forward, Pulice said his goal is to ensure the compromise helps the new business, but is not unfair to existing enterprises.
“We’re trying to find an option that creates a new initiative. ... We don’t want to aggravate the individuals that are already established in our town, but in the same token, we want to motivate those that want to come downtown,” he said.
Council also gave its final approval to the municipal budget for Fiscal Year 2023-2024, which totals $21,835,259 for the general fund, $57,900 for the Coal Severance Tax Fund, $254,830 for the Police Fine Escrow Fund, $1,640,414 for the Excess Property Tax Levy Fund, $943,713 for the Financial Stabilization Fund, $5,200,000 for the Sales & Use Tax Fund and $1,317,300 for the Robinson Grand Performing Arts Center.
