The Ninth Circuit has said that's "cruel and unusual punishment" if they don't have somewhere else to go. Homeless advocates and Democratic lawmakers spoke outside SCOTUS this week, urging justices not to "criminalize" homelessness, while Grants Pass and those supporting the city say the encampments are a public safety crisis.
