HUTCHINSON – A former Hutchinson Police officer has been charged with multiple sex-related crimes dating back to 2012. Todd W. Allen, 51, was taken into custody Wednesday afternoon on five counts of rape, nine counts of aggravated sexual battery, two counts each of kidnapping and misdemeanor sexual battery, five counts of breach of privacy, and one count of indecent liberties with a child aged 14-16. Hutchinson Police Chief Jeffrey Hooper said at a media briefing shortly after the arrest that an investigation began shortly after he took over as chief in 2018. The charges stem from a series of sexual assaults occurring within the city parks of Hutchinson between October 2012 and November 2018.
