LOWELL — A 16-year-old boy and 20-year-old man, both from Lowell, were indicted last week on charges of murder, arson of a dwelling and 24 counts each of armed assault with intent to murder for allegedly setting a February fire that killed a 77-year-old man, injured three residents, two firefighters and a police officer and displaced over 50 people from their Westford Street homes.
