The neighbors of Ana Pérez (fictitious name) they move each three days. “I have gotten used to living like this,” says this resident of the Lavapiés neighborhood, in the center of Madrid. She has lived for 32 years in a block of 12 houses in which she is the only one who is not passing through. The rest of the houses are tourist rentals. The bustle of suitcases and strangers on the stairs is usual: “In general they are young people partying: noise, dirt, uncivil behavior…”. She has denounced the owners: “Behind there are names of straw, but I think it is the same owner.” The City Council has sanctioned them for violating the regulations. The neighbor says that “the fines do not work”: the apartments are still open. Her case, she says, ends up diluting in the bureaucratic tangle that extends between the Community and the City Council, and the lack of resources to enforce the rules.
