SAN DIEGO (KUSI) – Mayor Todd Gloria was in downtown San Diego Thursday for two reasons, to kickoff Comic-Con and announce a new women’s shelter for homeless. SAN DIEGO — Mayor Todd Gloria signed the $5 billion "Ready to Rebuild" fiscal year 2023 budget just days after it was passed unanimously by the San Diego City Council. Gloria's budget features an increase of $141 million from the initial proposed budget in May, a 2.9% increase.
