"I think a lot of good work has been done on how to design transaction taxes so that they could be effective and administrable without doing harm," Jack Lew, Lindsay Goldberg Partner and former Treasury secretary and chief of Staff under President Barack Obama, told CNBC's "Squawk Box" Tuesday. "I don't know if it's the first place I would go but I think it should be on the list of things that people look at.
