56 apartments planned in New Haven's West River, many below market rate

NEW HAVEN — A new rental development in the West River neighborhood will provide housing for people with below-average income, according to the NHP Foundation. The $24.2 million development will include 56 apartments, many of them below market rate, along with a clubhouse, coffee shop and bakery, interior parking, a playground and a community gazebo, according to a statement.
